Joined the Utah Army National Guard in 1979. Appointed as a Warrant Officer in 1985. Served nearly 40 years in various assignments including:
Section Leader, Detachment Commander, Intelligence Operations Center Chief, Brigade Command Chief Warrant Officer, and Deputy State Intelligence Officer
Served across the globe including Japan, Korea, Thailand, Kwajalein Atoll, Macedonia, and Iraq. Served a one-year tour attached to Army National Guard Headquarters, Arlington, VA.

Graduated from the University of Utah, Bachelor of Arts in Political Science with a minor in Japanese in 1984.
Kelvin has lived in the South Valley area nearly his entire life. He grew up a little over three miles from where he lives today.
Not only does he live in the city, he and his family also operate a small business in West Jordan as well.
Graduated from Taft Law School in November 2010.

Progress During Kelvin's Time As A West Jordan City Council Member
He has balanced developments by maintaining open space, managing density, maintaining commercial space.
He has ensured that all developments comply with city ordinances.
Kelvin lead the effort to establish the General Plan Committee to update West Jordan City’s General Plan that had not been updated for nearly a decade.
He helped update West Jordan's Election Code to make campaigns and West Jordan City elections more transparent.
Kelvin assisted in re-writing several sections of code to ensure we have citizen involvement at every level.
He has worked to ensure citizens can remain connected with the city, through Zoom and other media.
